How does the product work?

The unit reduces the amount of power drawn from the utility by capturing the otherwise lost electricity in the capacitors and sending that electricity back into the circuit. The lost energy is caused by inductive motors in your home. These motors to name a few are air conditioning units, refrigerators, freezers, washers, dryers, dishwashers, pool pumps, vacuum cleaners, furnace blower motors and fans. The technology used in the unit captures wasted energy and sends it back into your inductive motors reducing the demand from the utility. When you decrease your demand, you have reduced usage and therefore reduced your energy bill.

What is the basis in looking into the reduction of bill? Is it the amount or the Kwh consumption?

It reduces reactive power, increase active power, thus save electricity.
Some customers think this product have not obvious effects when they use this product after they use for 3-4 days. The effect will depend on the  length of the electrical circuit and the quantity of the electrical equipment.
